Substrate Collaborative Anthropological Research, LLC (SCAR) is a full-service cultural resource management (CRM) firm based in La Grande, Oregon. Our work focuses on completing projects efficiently and thoroughly while contributing high-quality archaeological data and building strong, meaningful relationships with Tribes and descendant communities.
Our primary service areas include eastern and central Oregon and eastern and central Washington, with additional work across the broader Pacific Northwest and Intermountain West.
Our mission is to support clients through the regulatory process while advancing professional standards in CRM. We work closely with clients to navigate regulatory requirements, providing clear guidance and developing management approaches that protect cultural resources while supporting project goals. We place a strong emphasis on building respectful, long-term relationships with Tribes and descendant communities and on approaching each project with care for the cultural and historical contexts in which we work.
We also contribute to ongoing archaeological research by integrating CRM data with broader questions about long-term human use of landscapes in the Columbia Plateau and Great Basin. We emphasize mentorship, collaboration, and thoughtful engagement, working to bridge gaps between CRM practice, academic research, and Indigenous communities. Central to our approach is a respect for diverse perspectives and for the dynamic histories embedded in the landscapes we study.
Our staff have completed projects ranging from a few acres to several thousand acres, with experience and insight needed to support a collaborative and effective process.
